The National Bureau's requirements for carrying out the pilot work are:

The local government needs to propose a pilot plan, including the types of food and drug substances to be piloted, risk monitoring plans, and supporting regulatory measures, etc., and submit it to the National Health Commission and the State Administration for Market Regulation for approval after being approved by the provincial people's government. Pilot production and operation must be carried out in strict accordance with the pilot plan, and supervision during and after the event must be strengthened. The National Health and Health Commission will work with the State Administration for Market Regulation to study the timely inclusion of relevant substances in the food and drug substance catalog management based on the pilot situation.
